You can target your offers by region. In order to do that, please follow the next steps:
Let's assume that we want to accept traffic of New York and New Mexico
Targeting tab
Select Simple mode (which is preselected by default)
Select field User > Geo Region
Select Operation "in"
Select in values the regions that you want to include
Now let's assume that we want to also discard traffic coming from New Jersey as well.
